When you click on a mission in the mission list you should be seeing a page with a description of the mission on the top left, the avatars of the people who have taken it below that, and a picture of a boy with a backpack walking towards a portal on the right, with the words 'Take this mission' above that. Clicking that image or starting a mission from a 'mission for the taking' popup should start the mission, which will guide you through several web pages with a popup that appears in the bottom right of the screen. What happens when you click the portal boy?

And yes, there is some documentation - try the 'Codex' button at the top of the page.

The problem can happen when you go to a web page and no pmog box opens up. Happens to me often. Just try a different mission until you get one you can complete. sometimes you need to wait a bit before the pmog box opens up for you.
